Change

require xlink:to and xlink:from on smLink element.

discussion

xlink:to and xlink:from attributes are currently optional in an smLink. Is this really the case; and if so, is it what we want? What could the smLink mean without these attributes? But there is no "use="required"" defined for these. And I think the default value for use is optional. (from RB)
