CR 1.6 add @ADMID on metsHdr

METS 1.6 - Change Requests

Change:

add an 'ADMID' attribute on the metsHdr element.

Description of Solution:

Administrative metadata regarding the METS Document XML instance is referenced from the metsHdr. Useful to link digital signatures or PREMIS that relates to the whole METS Document.
