- Welcome
- Review agenda
- Updates since last meeting (Team)
- FT2023-1 is almost ready. Next steps: submit to NFPs for review and circulate on email list at the same time with guidance to contact the FP if there is something they disagree with.
- Outcomes of WG-MIE/9 (Choy)
- Status of approval of Amendment 81: State consultation has already started. Waiting for ANC to approve these amendments in 2024 before we can submit the changes for the fast-track procedure (likely to be FT2024-2).
- Promulgation of news on IWXXM to ICAO stakeholders especially those of the PIRGs: We should have the plan in place by the time the FT2023-1 is released in May/June. Recent enquiries in ICAO Asia and Pacific region revealed States' expectation on indication of means of compliance (i.e. which IWXXM version to be used). This, however, remains the responsibility of ICAO; WMO can only say, through the use of compatibility table, that a certain version of IWXXM is designed to support certain amendment to ICAO Annex 3.
- Proposed discontinuation on the use of COLLECT construct to aggregate METAR and TAF reports (but requires extension to the WMO Abbreviated Header to accommodate the exchange of individual reports over AFS): This requires an overhaul of the structure of the header to identify reports of individual airport. This is a longer term effort.
- Management of WMO Abbreviated Headers required for the exchange of messages over AFS (after the Manual on GTS (WMO-No. 386) is frozen in 2024): New headers are needed for VONA and QVA in Amendment 81. Pending the decision on who to take up management of those parts of WMO Abbreviated Headers used by the aviation community.
- WIS2/SWIM interoperability study: WIS2 pilot phase is occurring in 2023, but no progress yet on this task. The meeting was reminded that while we may be able to go over the hurdle for technical alignment, the one for data exchange policies may not be that easy (WMO: free exchange, ICAO: cost recovered).

Amendment 81 issues (Team)
- Discussion on the work involved in the preparation for public consultation
- Development of IWXXM reports for VONA and QVA: Further refinements will be made in consultation with WG-MOG especially on the re-factoring of TAC template elements of VONA.
- Public consultation period: To be started after completion of FT2023-1 and before end of proposed Annex 3 amendment in July.
- Discussion on the work involved in the preparation for public consultation
- Outstanding work of previous meetings (Team)
- XSD locations for IWXXM packages (#271) (Jan): Possible but need major change to the schemas (promoting each sub-package like METAR/SPECI to package level and use separate namespace + namespace abbreviation. Also need to revise the schematron rules too). (Anna): Confirm with Enrico on the reason/need for doing so. Keep issue open for now since new team members may have a fresh view and new solution.
- Populating new examples in wmo-im/iwxxm-translation (Mark, Jan and Dmitry): This is considered to be an on-going job to be carried out during the publication of a new IWXXM version.
- Review outstanding issues with no milestones (Anna)
- Prepare documentation on GitHub workflow (Anna)
- Date of next meeting (and indication of forthcoming events)
- Review changes to IWXXM involved in Amendment 81 (20 Feb 2023)
- (TBC) Welcome new team members. Conduct a workshop for new team members to introduce the team's work (Feb/Mar 2023)
- Review and approve changes to IWXXM involved in Amendment 81 before public consultation (Apr/May 2023)
- Conduct public consultation (June to July 2023)
- Review of responses from public consultation (Aug to Nov 2023)
- Review and approve changes to IWXXM involved in Amendment 81 for FT2024-X (Tentatively Dec 2023. Approval date subject to when Amendment 81 is approved by ANC and the difference between the approved and proposed versions of Annex 3/PANS-MET)
- Choy will revise FT2023-1 candidate release this week
- Anna will confirm with Enrico the need to have each IWXXM sub-package to be maintained in separate sub-directories in schemas.wmo.int
- Anna will prepare document on GitHub workflow
