SwiftNIO fails because of old Swift version in base builder #12882

SwiftNIO now requires Swift tools version ≥5.9.
However, base-builder-swift currently installs Swift 5.8.1.

Therefore building the docker image fails:

This is google#12883, but on a differently
named branch to hopefully get it to pass CI.
