This adds register definition and peripheral for the CH32V20x Ethernet MAC controlled, as described in RM section 27.2.
Although it only supports a single Eth variant, provisions have already been made for the addition of the ch32v307 Ethernet which uses an incompatible register set and will require a separate variant.
It has been partially tested with a quick TX-only PoC.
