fix: fromisoformat in bluesky prior to python 3.11 #95

This PR is a fixup for #94.

Sorry I haven't tested my code with python 3.8-3.10, and I just got ValueError: Invalid isoformat string: '2024-02-07T11:58:16.347Z' after I deploy my code to my production server.

This PR should fix the problem.
