T6718: use the vyconf daemon for validation of set commands

vyos/libvyosconfig#21
is merged and the correct commit hash is set.

This is a companion PR for T6718: it removes the pinning of vyos1x-config, now in libvyosconfig build.sh, updates the libvyosconfig commit hash, and disables the vyconfd.service, which is manually started by vyos-router.
