Add a migration path for reportdb schema to 5.1.1 and 5.1.2

What does this PR change?

Fix a missing reportdb migration that was breaking the schema, see: https://ci.suse.de/view/Manager/view/Uyuni/job/uyuni-master-dev-reportdb-schema-migration-test-pgsql/

After this PR is merged, I'll need to tag again.
