There's a setting in BIOS to swap Fn and Ctrl. https://www.geek.com/chips/how-to-swap-the-fn-and-ctrl-keys-on-a-thinkpad-1117812/
It seems AutoHotKey cannot swap Fn and Ctrl https://www.autohotkey.com/boards/viewtopic.php?t=24036
