This release adds compatibility for OJS 3.1.2.

[OJS 3.1.x] v1.0.0-0 - Initial Release

The initial release of adminNotificationManager. It performs two functions:

• First, when installed and enabled, it unsubscribes admin users from email notifications for any new journals created.
• Second, it has a manually-triggered option to unsubscribe all admin users from all email notifications for all extant journals.
