The TB version i'm using is 3.4.4 and the report service does not follow the 'DASHBOARD_LOAD_WAIT_TIME' variable but it does follow 'DASHBOARD_IDLE_WAIT_TIME' when making the service wait to have the dashboard load all data before taking the snapshot.
I'm uncertain if the 'DASHBOARD_LOAD_WAIT_TIME' variable has been depricated and at what version that happened.
