Ubuntu 16 is no longer supported. The oldest version according to https://docs.github.com/en/actions/using-github-hosted-runners/using-github-hosted-runners/about-github-hosted-runners#standard-github-hosted-runners-for-public-repositories is ubuntu-20.04.

Ubuntu 16 is no longer supported for GHA runners. The oldest available version according to
https://docs.github.com/en/actions/using-github-hosted-runners/using-github-hosted-runners/about-github-hosted-runners#standard-github-hosted-runners-for-public-repositories
is now
ubuntu-20.04. In addition,cirq_compatibility.yamlreferences very old versions of GHA actions forcheckoutandsetup-python; these should be updated too.
