Download and process the OTC labels through the OnSIDES ADR extraction pipeline

downloaded all of the labels from https://dailymed.nlm.nih.gov/dailymed/spl-resources-all-drug-labels.cfm
finished parsing part1 and found that VERY few of the OTC labels even have an ADVERSE REACTIONS section, like around 1%. Questing wether it is worth it to process them.
