Consider write it in PHP since WordPress is in PHP which means the user probably already have PHP.

Consider use https://getcomposer.org/ which has repository at https://packagist.org/ for install the cli.

Make this able to search WordPress plugin and themes.
Make this able to install and save to the file, like npm install xxx --save
