Improved newsletter signup form layout and styling using flexbox and Bootstrap.

Key Changes:

Used flex box and centred all the content
Used form-control and btn classes of bootstrap for styling
Note: The change is column width in community-news.html was done as the column width was too big and the input field was looking very large, that is changed col-md-12 to col-md-8
