운영 어드민에서 알림 예약 발송 기능을 위해 이벤트브릿지로 들어오는 이벤트를 처리할 수 있는 eventBridgeHandler를 구현하였습니다.
예약이라는 특징 말고는, 기존 알림 API와 구조는 동일하기 때문에 기존 구현되어있는 apiGateWayHandler와 유사한 구조로 구현하였습니다.
