Add API to register additional frames for tooltip "Dodge" anchoring

It might be nice if other addons could register frames for consideration when the Dodge tooltip position is selected. I realize this would require some additional logic to determine where the frame is on screen since it wouldn't necessarily be guaranteed to be locked in a panel position.

If you don't want to add this, I could hook pfUI.tooltip's OnShow but wanted to inquire about an official API first. Thanks!

That's a good suggestion. I will look into this and see if there's a nice way to add it.
