[SYCL][Graph] Permit empty & barrier nodes in Whole Graph Update #374

In order to enable the minimum viable real life usecase for the Whole Graph Update feature. Allow graphs to contain empty nodes and barrier nodes during update. See discussion thread intel#13253 (comment) on SYCL-Graph PR publicizing the availability of this feature.

Draft because change depends on intel#14212

This PR:
- Changes more lit tests in sycl/test/check_device_code to use
SYCL_EXTERNAL functions in order to remove redundant host-side
boilerplate code, and
- Moves tests not verifying device code outside of the check_device_code
folder.

In an earlier PR (intel#14101), we added
support to generate sycl-post-link options (that partly depend on target
triple) in clang Driver and then update the options using target triple
information in the clang-linker-wrapper.
This PR cleans up that implementation by fully generating these options
inside the clang-linker-wrapper. This requires some more user-specified
options to be passed into the clang-linker-wrapper.

Uses have already been removed upstream and downstream, so remove the
remaining ones here.
Remove ElementTypeIndex from the capture list. It's not used and

The following PI functions have been added to support importing various
external handle types for both memory and semaphores:
  - `piextImportExternalMemory`
  - `piextImportExternalSemaphore`

The following PI functions and their corresponding `pi2ur` functions are
now deprecated:
  - `piextImportExternalSemaphoreOpaqueFD`
  - `piextMemImportOpaqueFD`

All Vulkan tests have been updated to work on both Windows and Linux.
Comments have been added to the Vulkan test files to make it easier to
read and understand the code.

Support has been added for interoperability of certain DirectX 12
resources, namely dedicated memory resources and fences. A test has been
added that uses both functionalities.

Support has been added for semaphore operations to take values passed by
the user. The semaphore will either signal a given value, or wait for a
value of the user's choice.

ScopeStartCI is only used in an assert so a warning is given in release
builds. Add a reference so -Werror builds can succeed.
`SYCL_USE_NATIVE_FP_ATOMICS` is automatically set, thus it does not need
to be tested separately.

This enables the p2p tests on hip and level_zero.

Now that cuda also supports the multi-device context, P2P programming
should be 100% portable across these backends.

L0 GPU runtime will divide the device memory address space equally among
the all gpu devices. So, if there are multiple gpu devices, device
sanitizer
may not be able to find a large enough space to allocate shadow memory.
To
resolve this issue, we'd like to change default shadow memory map scale
from
3 to 4 to reduce shadow memory size.

Recording barrier submissions to from the same queue to a different
graph current produces the following error with added regression test:

Terminate called after throwing an instance of 'sycl::_V1::exception'
  what():  Graph nodes cannot depend on events from another graph.
```

This is because the queue implementation doesn't clear all the state
around what the last queue submission was between graph recordings.

Fixed by clearing all members of the barrier book keeping struct in the
queue.
In order to enable the minimum viable real life usecase
