Bug fix

What does this PR do? Why is it needed?

The workflow can no longer automate site generation after this PR
prysmaticlabs/prysm#12719

in the future steps should be followed from the release steps in.

Which issues(s) does this PR fix?

This PR removes steps for building the prysm repo,and generating the site_data.go
