Painful Note Appears To Be Broken On Arrowsong Minstrel #1

Trying to use Painful Note on Arrowsong Minstrel doesn't seem to do anything. Just casting it results in no attack roll and no damage, and trying to use it with spell combat also doesn't appear to do anything.

Should be fixed with new release.
