@hanw The biggest change here is to the contents of the file backends/tofino/compiler_interfaces/LICENSE, changing it from a confidential and proprietary notice, to the Apache-2.0 license. Can you please review the change to that file, at least?

I ask you specifically because you were the one who added this file, according to the commit log.
