Since, we changed the code structure, we need to change the workflow in order to check the cmd and hops directories, for changed go files, instead of the top directory in the repository. Signed-off-by: Charalampos Mainas <[email protected]>

Change the workflow to look for changed go files under the
cmdand under thehopsdirectory, instead of the top directory.Furthermore, update the go modules according to dependabot version recommendations.
