chore: remove migrated CI tasks from Cirrus #2182

What does this PR do

A followup of #2166, remove the migrated tasks from Cirrus as our GHA setup is working, I think this can close #2161

Checklist:

  • I have written necessary tests and rustdoc comments
  • A change log has been added if this PR modifies nix's API

What still needs to be done

Our CONTRIBUTING.md needs to be updated as stated in this comment

I just updated the branch protection rules with the new expected status checks. So if you force this PR to rebuild, all expected checks should complete successfully.

Seems that we don't need to re-run the CI, it has already been applied to this PR
