Add a canary fetal death test case
To test, create fhir json from the provided IJE example and run the canary test.
The canary test currently has an error when the json provided doesn't have time data for last menstrual period or first prenatal visit. Keeping this as a draft until we test out the partial date fixes and see how they impact the current error message.
