What does this Pull Request accomplish?
Adds a README.md and Helm Chart to assist customers with migration of documents to a single instance of MongoDB.
Why should this Pull Request be merged?
Customers need more information to help them with this migration.
What testing has been done?
The contents are based off of the Skyline/Terraform/stratus_backup/helm/mongodb_merge chart used to migrate the main-dev environment.
