Privileges for Steps are implicitly set to the Test Result privileges.

- Privileges "Manage feeds" and "Apply states" were added under Systems Management. They are enabled by default in the Systems Maintainer built-in role.
- Privileges **Create/Update/Delete Product** and Test results" are split to **Create/Update/Delete Product** and **Create/Update/Delete Test Results**.

## Helm Chart Breaking Changes

- `helium-serviceregistry:0.18.8`
- The underlying HTTP client used to monitor service liveness in the service registry was changed from HTTPoison to Req. This should be unnoticeable, but if issues are encountered it is possible to revert back to the old client by setting `serviceRegsitry.featureFlags.reqClientEnabled` to false in your Helm configuration. Issues with liveness monitoring will manifest in the SystemLink UI as missing applications in the navigation tree.
