Add build targets for automatic packing and publishing of npm package:
New package: https://www.npmjs.com/package/@nfdi4plants/arctrl/v/1.0.0-alpha7?activeTab=readme

Newly added:

.\build.cmd packJS
.\build.cmd packJSPrerelease

.\build.cmd publishNPM
.\build.cmd publishNPMPrerelease

.\build.cmd release
.\build.cmd prerelease

now do nuget, npm and github release
