Policy templates for Firefox 110 and Firefox ESR 102.8

Note: While these templates will work for Firefox ESR 91, they contain new policies that are not in Firefox ESR 91. If you need to manage Firefox ESR 91, you should use v3.10

This release adds the following policies:

DisableThirdPartyModuleBlocking - Do not allow blocking third-party modules from the about:third-party page.

I've moved Proxy Settings to its own category to solve issues setting the values with Intune. I'm aware that this will create a problem with GPO reporting (See #895). I'm going to leave them duplicated for one release to allow folks to migrate comments and other things over.
