Migrate code to Invert4geom (#12)

* remove tests

* remove github actions folder

* replace most of code with `Invert4Geom` and change to src layout

* update install and dependencies

* add pre-commit

* update gitignore

* typos and small fixes

* set upper limit on scipy version until UQPy error is fixed

* use invert4geom `v0.9`

* update gitignore

* update Ross Sea synthetic regional notebook for SCAR 2024 poster
