R4R: fix balance check in tx replacement for metatx
* Fix gas required exceeds allowance (0) * Remove an issue where gasPrice or gasFeeCap would default to basefee * Fixed the issue where gas price or 1559 is equal to 0 but estimateGas is wrong
* fix estimateGas eat evm error
