This was released in September 2022, followed by ten patches up to January 2024. Bump the package version number to an alpha release.
Also add a `twine check` to verify the long description / README.
The problem is that the wheel won't contain test.py... Not sure why it worked before; maybe we tested in the package directory?
Update changelog and bump version number in setup.py.
