Use new ForgeRock repository URL

According to https://backstage.forgerock.com/knowledge/kb/article/a53108595, ForgeRock URL changed from https://maven.forgerock.org/repo/ to https://maven.forgerock.org/artifactory/. Use the new URL in the pom.xml.
