Bugfix change labels on the project

This is a bugfix resource openshift project

What's in this PR?

The openshift project does not allow patch labels, so for the patch labels use the namespace k8s

Why?

If you delete/create/change the label on the project we get an error:

openshift_project.test: Modifying... [id=test]

Error: Project.project.openshift.io "test" is invalid: metadata.labels[new_label]: Invalid value: "label": field is immutable, , try updating the namespace
