user_specifications included standart specifications and default overrides. This commit takes away default_overrides to a separate variable. Fix ansible-lint and tests

I will merge this to get it into a build sooner. Tests are passing for me locally against RHEL 8 and 9. Here is what I think the role lacks so far and needs future work:
