docs: added annotation behaviour note

Description

This PR updates the documentation in the annotations.md regarding the behavior of the alb.ingress.kubernetes.io/load-balancer-name annotation.

• The documentation now clarifies that the alb.ingress.kubernetes.io/load-balancer-name annotation only takes effect when the Ingress is created.
• If the Ingress resource already exists, the annotation change will not be applied unless the Ingress is deleted and recreated.

This update is important to avoid confusion and ensure that users understand how the annotation behaves in different lifecycle stages of the Ingress.

Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
