I created this PR to fix the failing GitHub Actions.## Description
This PR addresses the issue of GitHub Actions failing due to the
go-gitlinttool not being found. The changes involve modifying thecommit-msgscript in thegithooksdirectory to check if thego-gitlinttool exists before trying to run it. If it doesn't exist, the script attempts to install it using the appropriate command.Additionally, the GitHub Actions workflow has been modified to ensure that the
go-gitlinttool is properly installed and configured before thecommit-msgscript is run. Error handling has been added to this step to ensure that the workflow fails gracefully if thego-gitlinttool cannot be installed.Summary of Changes
commit-msgscript to check for the existence of thego-gitlinttool before trying to run it.
