Video Swin model adds to kerashub

[kernel-loophole]

• Added Video Swin backbone https://github.com/keras-team/keras-cv/tree/master/keras_cv/src/models/backbones/video_swin to kerasnlp models.
• Adapted configurations to allow multiple model versions under a single model with configurations handled via function arguments.
• Utilized KerasNLP's test routines for model verification.
