First official release of mc_panda

The package for Ubuntu Bionic (18.04) or Ubuntu Focal (20.04) can be installed with APT using the official mc-rtc mirror:

# Setup the mirror
curl -1sLf 'https://dl.cloudsmith.io/public/mc-rtc/stable/setup.deb.sh' | sudo -E bash
# Install packages
sudo apt install mc-panda

This package depends on the associated ROS distribution (i.e. melodic for 18.04 and noetic for 20.04)
