Test Nabu Subcommand Options action currently does not work

Currently the github action that runs the shell script to build and test nabu doesn't work (this is the case on the main branch)

This run was manually trigged be me against the main branch to test https://github.com/internetofwater/nabu/actions/runs/12564343740

In general I think we should move away from using shell scripts and moving around binaries in ci/cd and try to condense gleaner and nabu functionality into one binary but that will be a longer term goal
