tailwind can watch and automatically generate styles on every change detected on hugo
add navbar partials for desktop and mobile
we don't use static folder as assetDir. Assets and static folder have different purpose

Related to issue #11 this adds a tutorial document for WebRTC input and a placeholder document for video input documentation.
This also will push the latest dev version to main branch.
