Release of v2.0 of the convention

Version 2.0, pre-release

Version 2 of the SONAR-netCDF4 convention. Adds support for sonar systems beyond omni-sonars and includes significant changes to how some data are represented and stored. See Section 7 of the document for details.

Corrections, clarifications, and important changes can be submitted for a month from this date, after which v2.0 proper will be tagged.
