Make healing an action of the WorldStateArchive

A followup to this suggestion #7792 (comment)
to remove the circular dependency between ProtocolContext and Synchronizer and also make the heal action a native function of the WorldStateArchive as this seems to be more appropriate.

Next PR will complete the removal of the Synchronizer from ProtocolContext
