Goal is to start centralizing network access and state, starting with the partners

Introduced api folder with httpClient.js and files for each backend endpoint group. Goal is to define caching strategies here and introduce error interceptors for central handling. This is inspired by https://haxzie.com/architecting-http-clients-vue-js-network-layer
Started vuex imlementation of all things partners. Goal would also be to adapt the partners state based on websocket events
