Is your feature request related to a problem? Please describe.
A replay agent that would allow us to rerun an agent as it has previously run. This was helpful when trying to debug the SUMO crashing issues we were having. It will save the configuration and inputs of an agent and then can be switched to play it back.

See #619 for an idea of how this might work. Some tweaking may be required to make the idea scale.
