When a socket is attached the peer is captured in existing
member, reuse them in getPeerEndpoint/getPeerAddress.
This also means that these calls will continue to work
after the socket is closed. Therefore tracing of the peer
on a closed socket will now be valid.

@mckellyln - please review - left as 3 commits. The 1st is the key one - the main consequence is that the ISocket peer methods continue to work when a socket is being handled for a graceful close, which means that e.g. Dali can call them and trace the peer name. The current impls of getPeerEndpoint and its call to getpeername can fail with a 107.
