  1. Improve implicit cradle 

    1. Prefer cabal over stack
2. Take work directories into account when making a decision

This matches the behaviour of implicit-hie-cradle and should allow us
to eliminate that dependency in HLS.

    Now all the logic for generating implicit cradles lives in hie-bios.
