פרויקט ״מענים פתוחים״ הינו מאמץ ליצירת שפה משותפת לתיאור השירותים חברתיים והאוכלוסיות אשר עושות בהם שימוש. דרך השימוש בשפה זו, ספקי שירות, רגולטורים, גופי ממשל ואנשים הזקוקים לעזרה יוכלו לספק ולמצוא מענים חברתיים בקלות ובפשטות.
הפרויקט כולל שלוש טקסונומיות עיקריות:
- Human Services - לקטלוג מענים חברתיים מסוגים שונים
- Human Situations - לתיאור מצבים שונים בהם משתמשי השירותים עשויים להימצא.
- Human Places - לתיאור מקומות שונים בהם השירותים עשויים להינתן.
