This adds last_updated fields to VolumesMetadata.json files. It adds logic to include last_updated in iso format (2024-01-01T00:00:00+00:00) when files are un-redacted, as well as includes a script to give update current metadata files with an initial time.
Includes a dry_run option for testing, and some basic tests for add_last_updated_field
