This will add WSL to the Windows installer! Forgot to do that before. If you check Docker Desktop, it now installs beforehand.

Additionally, this refactors our actions/builds. The PR action has been replaced with a CI build that runs on merge. We now only do build validation for PR builds to avoid having to use secrets across forks.Other PRs do something better.
