Updates dependencies where possible since #3023
Holds back the following:
@types/express- Stick to v4, until we upgrade to Express v5@types/react- Stick to v18 types, until we're ready to upgrade preactopenid-client- v6 is a major version change, will investigate separatelyChanged:
make upgradecommand so it updates pnpm, gateway deps, and cdk deps rather than just gateway depsfork-ts-checker-notifier-webpack-pluginandfork-ts-checker-webpack-pluginfromknip.tsas they are no longer needed in the ignore section.Tested
